Permission granted for Ladies College

Following a public planning hearing on 30 October, Senator Freddie Cohen, Minister for Planning and Environment has granted permission for the redevelopment of the former Ladies College subject to the following conditions:

1. A detailed landscaping plan shall be prepared for the entire site. This shall provide details of all work to existing trees and all new planting proposed. The new planting proposed for the lawn , garden and car park to the south of the building shall be implemented in the first planting season following this consent and before the main building
works commence

2. All internal architectural features including doors, skirting, architraves and cornices which form part of the historic building shall be retained unless specifically agreed by the Minister.

3. All floors and ceilings in the historic building will be retained unless specifically agreed by the Minister

4. The historic building is to be painted. The colour scheme is to be agreed by the Minister.

5. The lamps previously located at the entrances to the historic building will be restored.

6. All gates and gate piers shall be restored in traditional materials with reference to historic photographs and/or relevant comparables.

7. A detailed scheme illustrating all proposed works of repair to the façades of the historic building including the removal of later downpipes and cornices and the repair of the damaged capitals and other architectural features shall be submitted to the Minister for his approval.

8. Detailed drawings of the treatment of the dome in the historic building shall be submitted to the Minister for his approval. The names inscribed on the dome will be protected in a manner to be approved by the Minister.

9. A full photographic survey shall be taken of the historic building, the east and west wings and the pavilion to the rear prior to the commencement of any works on site and a copy supplied to the Minister.

10. All existing timber windows of the historic building shall be retained or repaired; the details to be approved by the Minister to be deposited at the Jersey Archive. Any new windows are to be of timber and of similar design.

11. Full details of the proposed the new block of apartments to the rear of the historic building including the new east and west wings shall be submitted to the Minister for approval.

12. Full details of all proposed finished floor levels and garden levels of the 9 new houses shall be submitted to the Minister for his approval.

13. Full details of the elevation treatment and all external finishes and materials of the proposed 9 house shall be submitted for the approval of the Minister. References in relation to proportions of the key elements of the facades of the houses will be drawn from Hue Street and the houses around Drury Lane and will be subject to approval by the Minister.

14. Traditional materials will be used in the construction of the external elements of the 9 new houses including timber windows, timber doors, slate, lead, clay pantiles.

15. No dormer windows will be allowed in the nine new houses and the roof space will not be converted to habitable accommodation.

16. The method of the proposed management of traffic in Drury Lane is to be agreed by the Minister.

17. Inconvenience to the residents of Drury Lane is to be minimised during construction and the method of achieving this is to be agreed by the Minister.

18. The Percentage for Art policy may be applied by the Minster at a rate to be agreed by the Minster.

19. Archaeological investigation may be required on parts of the site. This is to be agreed with the Minster.

The agreement of the Minister on each of the above conditions is to be obtained before construction commences.
The permit to be issued shortly may include additional conditions not listed above
